Appeal for correction in salaries. "Paradoxical situations occur"

"We, the local government officials of Greater Poland, have received with great concern the content of the amended regulation on the remuneration of local government employees, which comes into force on 14 June 2025 and applies to remuneration from 1 March - wrote the local government officials in a position taken during the Congress of the Association of Municipalities and Districts of Greater Poland.
With appropriate remuneration comes appropriate commitment and dedication.An appeal regarding the amendment of the regulation on the remuneration of local government employees was addressed to the Minister of Family, Labour and Social Policy, Agnieszka Dziemianowicz-Bąk.
While fully supporting the need to increase wages in the remuneration sector of local government employees, we noted with regret and concern that the regulation abandoned the proposed increases at the design stage in the maximum level of basic pay and functional supplements for mayors, city presidents, starosts, voivodeship marshals and deputy mayors and mayors, as well as treasurers.

Local government officials note that in the original project, at the stage of consultations with the local government side, it was assumed that the pay rises for this group of local government employees would also amount to around 5 percent. That is why they write: " It is difficult for us to understand this change, especially at the last stage of the process of shaping the regulation ."
The authors of the position state that "it is common knowledge that with appropriate remuneration comes adequate commitment and dedication to the duties performed ". In their opinion, in recent years we have been dealing with many disturbing phenomena concerning the remuneration of local government employees, in particular the flattening of remuneration within the remuneration of local government management staff .
We are pleased with the constantly increasing minimum wage , which has an impact on the level of remuneration of some employees in local government. However, this fact does not affect or has a negligible impact on the change of minimum and maximum amounts of remuneration of the highest management staff

According to their assessment, this trend clearly affects the outflow of highly qualified employees from the local government sector to non-public enterprises, while at the same time causing great difficulties in recruiting new, competent staff.
Decreasing the quality of work of local governments providing public services directly to citizensAs stated in the position paper, in the medium and long term this will inevitably lead to a reduction in the quality of work of local governments directly providing public services to citizens.
Local government officials from Wielkopolska further argue that the lack of appropriate legislative action leads to paradoxical situations in which deputies of commune heads, mayors or presidents, as well as municipal and district treasurers, receive lower salaries than department directors , while at the same time having a much higher level of responsibility.
They are calling for the entry in the aforementioned regulation to be amended as soon as possible, to include a salary increase "also for persons responsible for management and making key decisions in local government units, who bear the greatest responsibility for the implementation of current tasks."
